Audit Information System for Supreme Audit Office
The Supreme Audit Office of the Slovak Republic (“SAO SR”) monitors the management of public funds and assets. To improve its efficiency, the SAO SR decided to build a modern information system and Asseco Central Europe developed the solution for the SAO SR within the Operational Program of Information Society (OPIS) framework during the period from November 2009 to December 2011, as a part of the SAO SR Audit Information System – SAO SR Electronic Services (SAO SR AIS) project. The goal of the project was to implement the SAO SR’s electronic services by introducing a new information system to support the SAO SR’s key processes.
Subsequently, during the period from October 2013 to September 2015, our company implemented another project within the same program - the SAO SR Audit Information System Development (SAO SR AISD). The objective of this project was to deploy and provide new generally applicable eGovernment services.
In the following years, our company contributed to the support for the solution and implementation of development related requirements to ensure that the system remains fully functional even under changing conditions within the SAO SR's scope of activities.
Key Functionalities
Audit system – Creation of annual audit activity plans, documents, reports, and summaries; management of the database of audit findings and recommendations; risk assessments in respect of audited entities; introduction of the SAO SR Register of Auditable Entities.
Management information system – Reporting, performance measurement, budget utilization, risk analysis and modelling, and process models.
Case and knowledge management system – Knowledge base maintenance and management, preparation of audit procedures, issuance of audit authorizations, management of the audit plan and related documentation, management of the archive of findings, recommendations, and historical audit data.
Fabasoft – Document management and registry – Centralized document management, main document repository administration, managing documents and information related to audit quality, historical audit data, and registry records in accordance with the Ministry of the Interior of the Slovak Republic's rules for registry and archiving.
As a part of the SAO SR AISD project – Introduction and expansion of new generally applicable eGovernment services provided by the SAO SR, e.g. submission of information required for audits and obtaining information on audits, auditable entities, and audit findings. In addition, the portal enables the submission of suggestions and complaints.
New modules were created as part of the SAO SR AISD project – RMS (Risk Management System) and an audit system extension.
Within the SAO SR AISD project, the implementation of Fabasoft replaced the previous ECM and registry system, and the portal was migrated to the modern Liferay system, including the implementation of IDSK.
