IS for Gambling Regulatory Authority (GRA)
The information system developed for the needs of the Gambling Regulatory Authority ("GRA IS") contains several modules that carry out legislative and control processes for the operation and promotion of gambling in accordance with Act 30/2019 on gambling.
Key functionalities
The GRA IS comprehensively manages the agenda of gambling operations and supports granting of general licenses, granting and withdrawal of individual licenses, maintenance of the Central Register of Gambling Operators and the Central Register of Gambling Hall Locations, monitoring of prohibited offers, collection of state budget contributions, supervision over compliance with the Gambling Act and other related generally applicable legal regulations, and imposition of sanctions upon any violation of legal regulations. The solution is integrated with other information systems such as CES (Central Economic System) of the Ministry of Finance of the Slovak Republic, DCS (Document System - Registry) of the Ministry of Finance, TTI (Technical Testing Institute), and the REP (Register of Excluded Persons). The solution includes an external portal for information publishing and implementation of electronic forms within the Central Public Administration Portal, enabling applicants and gambling operators to submit electronic filings through the Slovensko.sk portal, and their subsequent integration into the GRA agenda information system.
The solution also includes implementation of Regulation 445/2020 establishing the scope and method for obtaining gambling data from servers of gambling operators or designated subjects (“Regulation 445/2020”) issued under Act 30/2019 on gambling. The implementation of Regulation 445/2020 involves development of a solution for the daily provision of data packets from the gambling operators specified by the Act, creation of a form to ensure the registration process under Section 4 of Regulation 445/2020, and received data processing within the GRA IS. The goal was to provide the Authority with control over detailed transactional data of each individual game with all important details. This data serves as an additional basis for gradually increasing supervision over and regulation of gambling in Slovakia.
